Welcome to this week's news review. Same process every edition: we scan the sources on our whitelist — exchange official announcements and fee pages, central bank and government releases, TRON DAO and TronScan, DefiLlama, Tether, blockchain security teams and major industry media — then deduplicate, rank by impact on withdrawal decisions, and summarize each item with a one-line takeaway and a linked source.
This week (September 14–20, 2026) produced the single most consequential withdrawal story of the quarter: CoinEx told users it is closing, and set December 22 as the last day to withdraw. Around it, the Senate killed the CLARITY Act in a 49-50 procedural vote, the Federal Reserve raised rates for the first time since July 2023, Binance scheduled a one-hour freeze of all deposits and withdrawals, and TRON's total on-chain value set a record. On the rails we measure, fees held flat for a fifth straight week. Thirteen items below, grouped by category.
🚪1. CoinEx is closing — withdrawals end December 22
Sep 14–15. CoinEx — the ViaBTC-backed exchange launched in December 2017 — published an “Important Notice on CoinEx's Orderly Cessation of Operations,” citing a prolonged market downturn, contracting trading volume and liquidity, and compliance costs that had “exceeded reasonable boundaries.” The wind-down runs on a fixed calendar: new registrations, referral payouts, futures position-opening, and new fiat, margin, loan, Earn, staking and strategy orders all stopped September 15; every non-spot service ends September 22; spot trading ends September 29; and the withdrawal window closes at 02:00 UTC on December 22, 2026, when the platform shuts down. CoinEx says its reserve ratio exceeds 100% and that all balances are fully backed.
Why it matters: CoinEx is not a small venue, and the notice is blunt about what happens to money that does not move — USDT left behind after December 22 goes into independent custody at a 5% monthly fee on the balance recorded at the close of the withdrawal window, with claims accepted until August 22, 2028. We break the arithmetic down in this week's deep dive.
Takeaway: an exchange closure is a deadline, not an announcement — the day that matters is the withdrawal cut-off, and 98 days is more than enough time to move funds and quite enough time to forget.

🏛️2. The Senate killed the CLARITY Act — 49 votes to 50
Sep 15. A cloture motion on the Digital Asset Market CLARITY Act (H.R. 3633) failed 49-50, well short of the 60 votes needed to open floor debate. The bill — passed by the House 294-134 in July 2025 and cleared by the Senate Banking Committee 15-9 in May 2026 — would have assigned most network tokens to CFTC oversight, created developer safe harbors, and set federal rules for stablecoin reserves and DeFi. Republicans released a final text on September 14 incorporating 126 requested Democratic changes; it was not enough. Every Democrat and independent voted against, joined by four Republicans.
Why it matters: the procedural vote does not formally kill the bill, but it shelves comprehensive US market-structure legislation for this Congress and hands rulemaking back to the SEC and CFTC. For withdrawal users the near-term effect is indirect: no rail or fee changes, but a longer period of jurisdictional ambiguity for the venues you custody on.
Takeaway: regulation that does not pass changes nothing about your fees — but it changes the regulatory footing of every platform holding your funds.

🏦3. The Fed raised rates for the first time since July 2023
Sep 16 (US), effective Sep 17. The FOMC raised the federal funds target range by 25 basis points to 3.75%–4.00% — the first increase since July 2023 — in a unanimous 12-0 vote, and directed the Desk to hold that range effective September 17. The Fed's statement said economic activity is expanding at a solid pace while inflation “remains elevated”; August CPI came in at +0.4% month-on-month and +3.4% year-on-year. The median dot now implies one more hike this year. Markets took it badly: the 10-year Treasury yield pushed back above 5%, the dollar index topped 100, and all three major US equity indices closed lower.
Why it matters: rate decisions do not touch withdrawal fees, but they set the backdrop for the risk appetite that decides whether your stablecoins sit on an exchange or move on-chain — and they were the reason the CLARITY vote hit a market already in risk-off mode.
Takeaway: macro is the layer above the rails. Nothing in the Fed's decision changes what a TRC20 transfer costs, and that is the layer we measure.

🔧4. Binance will freeze all deposits and withdrawals for an hour on September 22
Sep 22, 06:00 UTC. Binance scheduled a wallet system upgrade that suspends all deposits and withdrawals platform-wide for approximately one hour. Spot and margin trading continue throughout, and Binance says it will not issue a separate announcement when transfers resume — the limit lifts once the upgraded infrastructure is confirmed stable. Separately, the exchange delisted four USDC spot pairs (BREV, COOKIE, LA, QNT) on September 18 at 03:00 UTC along with six margin pairs, and will stop all Pax Dollar (USDP) spot trading on September 24 at 03:00 UTC.
Why it matters: this is the first platform-wide transfer freeze at a major venue since we started tracking, and it lands inside the same week CoinEx announced its closure. If your withdrawal is time-sensitive, a one-hour window matters — and Binance will not announce the reopening.
Takeaway: schedule transfers around announced maintenance. A one-hour freeze is trivial unless it is the hour your settlement had to clear.

⚖️5. Withdrawal fees held flat for a fifth consecutive week
Week of Sep 14–20. We re-checked all eleven venues we track on September 21: zero USDT TRC20 withdrawal fee changes. Six venues — OKX, Binance, Bybit, KuCoin, Bitget and MEXC — hold the $1 floor; Gate.io and Crypto.com sit at 1.5 USDT; HTX, Coinbase and Kraken at 2.3, 2.4 and 2.5 USDT. No tracked venue restricted USDT deposits or withdrawals, and the only scheduled interruption anywhere on our list is Binance's own September 22 wallet upgrade.
Why it matters: five clean weeks is now the longest stretch of fee stability we have recorded, and it is happening in a week when the surrounding market moved hard in every other direction.
Takeaway: the floor is 1 USDT across six venues, and nothing in a week of closures, failed legislation and rate hikes moved it.

📈6. TRON's total value on chain set a record at $145 billion
Sep 15. TRONSCAN reported that TRON's Total Value on Chain (TVC) reached $145 billion, a new all-time high — up from the $144.9 billion record set on September 4. TRON DAO separately marked August's milestones: total accounts passed 400 million and cumulative transactions passed 15 billion. The network now reports more than 404 million accounts, more than 15 billion transactions, and about $94 billion of USDT circulating on the chain.
Why it matters: TVC measures value represented on-chain rather than capital locked in DeFi — and on TRON that means stablecoin settlement volume, the exact activity whose costs this site tracks. More settlement on the same rails is why the rails stay cheap.
Takeaway: the chain carrying most of the world's USDT transfers kept growing while its own token barely moved — the two are not the same story.

💵7. Ethena brought USDe and sUSDe to TRON
Sep 11 (announced the Friday before this window; carried here because its rollout runs through this one). TRON DAO and Ethena Labs jointly announced that USDe and its yield-bearing counterpart sUSDe are live on TRON, bridged through Stargate Finance. Users can bridge, hold and transfer both assets on the network; support in TRON's core DeFi applications, including JustLend DAO and SUN.io, is expected over the coming weeks. The launch is a distribution expansion rather than native TRON issuance — USDe is roughly $4.7 billion in circulation and remains connected to liquidity on its other supported chains.
Why it matters: a second dollar-denominated asset on the chain that already dominates USDT settlement. For withdrawal users, more stablecoin supply on TRON means more reasons for venues to keep the TRC20 rail cheap and well-supported.
Takeaway: TRON is being treated as a settlement destination, not just a USDT conveyor belt — a slow structural positive for everyone paying to move dollars on it.
🏢8. The staked-TRX ETF spread to four more brokerages
Sep 15–17. The Canary Staked TRX ETF (TRXS) — which debuted on Cboe BZX on September 9 — expanded across US retail brokerages during the week: Vanguard, Charles Schwab and Fidelity all appear on the fund's official channel list, and Webull and SoFi were confirmed on September 17. In the same window, Tron Inc. disclosed a series of treasury purchases: 146,022 TRX at $0.3424 on September 14, 146,097 TRX at $0.3422 on September 15, and 148,392 TRX at $0.3369 on September 17, taking disclosed holdings past 714.8 million TRX.
Why it matters: distribution across mainstream brokerages is the difference between an ETF that exists and an ETF that accumulates. Each added platform widens the pool of buyers who can hold TRX without touching a crypto exchange — an institutional bid for the token that pays for network security.
Takeaway: the TRX ETF is now reachable from four of the largest US retail brokerages, eight days after listing — a distribution pace worth noting for anyone tracking the network's long-run cost base.

⚡9. TRON confirmed Proposal #107 is live — and SUN.io is subsidising energy
Sep 15–18. TRON DAO stated on September 18 that Proposal No. 107 “is now in effect,” strengthening TVM compatibility and widening the network's EVM-compatible environment — the activation that switches on the Prague and Osaka feature set approved in the August governance vote. In parallel, SUN.io announced it is subsidising up to 99% of energy costs across its Smart Router, SunSwap Liquidity and SunBoost Staking products, and the GasFree service — which lets users send TRC-20 USDT and USDD without holding TRX for fees — passed 450,000 users, with TRC-20 USDT transfers now fee-free in TRX terms on Binance Wallet as well.
Why it matters: these are the two directions energy cost can move. #107 adds capability and reprices MODEXP for complex contracts, but leaves the burn price and a standard transfer's energy cost alone; the SUN.io subsidy and GasFree push the cost of a transfer toward zero for users inside those products. Neither changes the network-wide burn price, which is why our model is unchanged this week.
Takeaway: energy is being subsidised at the application layer while the protocol-level price stays put — useful, but not the same as a cheaper network.

🚨10. A three-incident week: Flamincome, Nostra and an rsETH wallet
Sep 15–17. Three separate losses landed in four days. On September 15, an Ethereum smart-contract wallet lost roughly 2,900 rsETH (~$7.8 million) after a custom liquidity-provider module was routed through an attacker-controlled Uniswap v4 pool; Kelp DAO placed a 24-hour wallet-level pause while stating its contracts and backing were unaffected. On September 16, Blockaid flagged an exploit of older Flamincome vault contracts, where an ~$18 million USDT flash loan inflated the VaultYUSDT share price and extracted about $345,900 — with SlowMist describing the same failure as flawed asset accounting that counted an injected balance as the vault's own. On September 17, Starknet lending protocol Nostra paused its money market after a manipulated NSTR oracle let one account borrow roughly $3.5 million against inflated collateral — an oracle price pushed about 16,645× above the token's real market rate.
Why it matters: none of these touched a USDT withdrawal rail, but all three are the same failure class — a protocol trusting a number it should not have trusted. That is the mechanism behind most of the losses we report, and it is why we separate rail risk from protocol risk every week.
Takeaway: the recurring pattern is valuation and accounting, not broken cryptography — a lesson that applies to any yield product you park withdrawal funds in.

🕶️11. A fake AI trading bot that replaces your wallet extension
Sep 17. HP's Threat Insights Report described a campaign using advertisements for a fake AI trading bot to distribute an infostealer called Needle Stealer. The malware does not keylog: it kills the browser, deletes the folder of a legitimate wallet extension and replaces it with a lookalike that captures passwords or seed phrases the next time the user unlocks it. The targeted extensions include MetaMask, Coinbase Wallet, Phantom and Trust Wallet. In some observed chains the installer ran through a legitimate signed Microsoft binary to evade detection.
Why it matters: this attacks the wallet layer, directly upstream of every withdrawal you sign. A compromised extension turns a correctly calculated $1.57 transfer into a transfer to someone else's address, at any price.
Takeaway: never install a trading tool from an advertisement, and treat any prompt to re-enter a seed phrase — in any wallet, on any site — as an attack by default.
💧12. Stablecoins: $311B total, USDT above $183B
Week of Sep 14–20. Total stablecoin market capitalization held near $311 billion (DefiLlama, September 20 snapshot), with USDT around $183.3 billion and USDC near $73.7 billion — roughly 59% and 24% of the category. Both held their pegs through the week with no redemption stress. Global DeFi TVL sat around $92.3 billion, and DefiLlama recorded about $9.2 billion of DEX spot volume in the 24 hours to September 20 across all chains. Tether also announced on September 15 that USDT is live on Zama.
Why it matters: the stablecoin float is the inventory that gets withdrawn. A flat-to-slightly-up float with boring pegs is the condition under which withdrawal fees stay predictable — stress shows up first in pegs, then in venue limits, then in fees.
Takeaway: the quietest number in this review is the most important one — pegs held at $311 billion while everything around them moved.

📉13. TRX tape: the strongest week in a month
Sep 14–20. TRX closed the week at $0.3425 (September 20), up about 1.2% from the prior Sunday's $0.3383 close, with daily closes running $0.3381 → $0.3328 → $0.3354 → $0.3347 → $0.3383 → $0.3397 → $0.3425 and market capitalization near $32.5 billion. The week's low came on September 15 — the day of the CLARITY vote and the eve of the Fed decision — and the recovery built from September 17 onward. In fund flows, US spot Bitcoin ETFs eked out a $6.21 million net inflow across the five sessions (a $433 million Friday offsetting $746 million of Tuesday-and-Wednesday outflows), US spot Ethereum ETFs lost $140 million, and TRX ETFs took in $0.49 million.
Why it matters: at $0.3425, a no-energy USDT transfer burns about 6.5 TRX ≈ $2.23, while rented energy at 26 SUN costs about 1.69 TRX ≈ $0.58. A stronger TRX makes burning more expensive and the rental saving worth marginally more in dollar terms.
Takeaway: TRX rose while BTC ETFs went sideways and altcoin funds bled — the network's own token decoupled from the risk trade this week, and the cost of ignoring energy rose with it.
